he has no business being out there with winds like that. when id do high rise construction,the crane has the power to shut the whole job down (sometimes quite literally!) when the winds approach 30mph. they can even tell you to pound sand when the wind reaching 20 mph. because it sounded pretty windy on the recording.
or failure to secure the lines down properly from the roof. mixed with the wind,this happens.
