Kids 13 to 18 should continue to just enjoy their childhood while they can. And just how many careers have work programs that provide experience to kids that age anyway? There must be hundreds of thousands of possible careers, maybe more! What you're describing is borderline child labor.

The nonviolent criminal chain gangs idea is great, but for every individual incarcerated non-violent criminal you propose to put to work, there's hundreds of immigrants doing the same thing already. We would need a LOT more criminals to absorb the work load.

I have a better idea: Let immigrants come into the country as long as they're "adopted" by Americans that can rent them out for a fee. Of course, they'd need vaccinations and a little education. And collars, let's not forget the collars. After 10 years as an adoptee, they can buy their citizenship.
