Welcome to a gas station someone paying with change is not uncommon. I go to the Arab gas stations here they even take food stamps.

How does the video prove that? There's no context. There's no background. For all we know he goes in there everyday and does this and decides to film it this time. He could have the change stuck up in his asshole and pulled it out and then put it on the counter. Is she supposed to count it and take it after that? Maybe he took them out of his mouth. There's lots of reasons to not take change from people.

The banking system want you to always use your card or your phone to pay, that a way to show you that they control even what you can buy and control the recipient by allowing or not the payment.

That's not true. While all United States money is identified as "Legal tender" and is a valid, legal offer of payment for debts, there is no federal statute mandating that private businesses must accept cash or coins as a payment.
The guy isn't in debt to the store either. If no debt has been incurred, a person or business is not legally required to take U.S. currency.
