Ukraine gave up their nuclear weapons years ago like mid 90s. They had nuclear capability before so, they probably didn't destroy the silos & infrastructure for it all. Just because they claimed to have relinquished all of their arsenal also doesn't mean they truly did either.

But the first sign of a practical nuke and Russia will pre empt it with something not built from reactor rods...

You really are 'off with the fairies' with this one (and so are others).
The difference between using nuclear power fusion/fission for a power source and refining it for 'weapons grade' is night & day, the only thing Ukraine could do with it is make 'dirty bombs' & if it did that NATO/US would dump them hard. FWIW, the decision to hit Saddam because of WMD's was well-founded, WMD's take many forms, chemical (was found) bio-logical (was found) and nuclear, this is where it gets hmmmm, Saddam WAS importing piping from Germany that DID have the structural integrity to make a weapons-grade nuke and this is what got the US & UN (NOT NATO) all hot & bothered. ( I use the term 'piping' as special piping is required, but, so is a lot of other 'stuff' that sets off alarm bells )
