Maybe because people keep feeding the motherfuckers, and making them less fearful of humans, to tickle some internet algorithm.
There was recently a backlash in Hokkaido for the same thing. Somebody leaving an Uber eats pizza out for bears, and saying in many previous videos that he really wants to go out and feed the bears. He did it for a cute video. The mother bear got killed for it, same reason, three Cubs got orphaned, and the guy had nothing happened to him. Not any criminal charges, not even a YouTube ban, when he refused to remove the video from it.
So gee, I wonder if people were fully inspired to do the same snd not give a fuck, and continue making bears behave this way, since the whole of Japan literally just went, "Shame on you" and immediately forgot about the guy.

I live in western North Carolina and black bears are in my yard more and more frequently. No one here is feeding them, but people keep building on land where the bears had lived. I would expect that the same thing is happening all around the world. I think that you are correct to blame people, but it's not about getting food but rather, taking away their homes.
