From the cop's POV the dogs may have been seen as a threat, BUT he had adequate back up, and could have waited to see how they reacted at close quarters. It is an tense situation which changes how you think.

What nonsense! Officers face a massive problem with aggressive and loose dogs … hence they act quickly as they never know if there might also be an armed attacker waiting in one of the rooms in such drug raids … often digs are used on purpose to distract the police …
