They are signs the rider just ignored, a rectangle with 30 km/h limit and two triangle one about falling rocks danger the other as a yield sign, a cone and lines on the road, bicycle had the right of passage, but would have better look at incoming trafic before crossing... there is always idiots on the road not caring about slowing down and yield where they're supposed to !

It looks like a race, or fun cycle event. He’s circling a cone and there’s another rider to the left about to come round too.

Either the road wasn’t properly closed off or the biker just decided to speed through anyway.
