Also gotta remember that even if you are detained, if no crime has been articulated legally you do not have to identify. Our 4th and 5th amendments are NOT just for reference.
ONLY under threat of arrest should you identify.
If I’m not mistaken this cop was disciplined, demoted, and ultimately fired from the Sheriffs department after multiple complaints filed by the public AND his colleagues. Police departments allow any retard among their ranks.

Failure to ID is a secondary offense, you need to be arrested for a real reason and then if you fail to identify you can be charged for it.
