It’s Sacha Baron Cohen’s original character, before Borat etc. He used to be Ali G and fool people into thinking he was a TV presenter for a ‘voice of the youth’ television program. Then he would take the piss pretending to be a stupid bad boy while running intellectual rings around the victims. The clip I posted above is from the Ali G movie.
