Some might call it naivete but while the CIA has a history of putting their noses in the entire worlds business they have never been very successful in their endeavors and almost always manage to fuck things up. And not in the way they wanted.
Be it arming, training and assisting different groups the world over like in Afghanistan, Iraq, Nicaragua, Iran and Chile they always fail and create more problems than they solve. Creating terrorist groups, propping up dictators and what have you.

But I don't think that even if they had wanted to "stir up some anti immigrant/Muslim shit and put Europe into a state of fear and confusion" they would not have needed to do it directly or even as a secondary cause. Their proxy wars the world over has unintentionally set this in motion years ago and we are just watching the rotten fruits of their failed labor now. They tried to control the world but failed and this is the result(with some help from retarded ideologies of the people they tried to manipulate).
