he wasnt crossing, he was skating in the middle of the road, like they (for some stupid reason) legally encourage in my state (the state in which the video takes place) you can get fined out the ass for skating on the sidewalks, and most roads there still have nothing like a bike lane or something, so skating in the middle of the road is unironically the safest way to (legally) skate.This is a case where the officers should be held accountable for their actions. This was 100% avoidable and is backed up by the video evidence itself. That red flashing light appears to be a crosswalk light and not an intersection so there are no cars waiting or blocking the path of this officer. Could the skater have been smarter to use the crosswalk, sure, but at the speed that cop was driving, the skater likely was already in the road and had no where else to go. The officer driving all over the road like that is extremely reckless and unnecessary. Doubtful that it will result in actual punishment for the officer but the victim's family will easily win a wrongful death lawsuit against the city.
personally i think its retarded. but thats the "law" so honestly this is 100% on the cops and not at all on the kid (or guy idk the age he was, dont really care either)
