Buisnesses are run by such pushovers these days. They allow themselves to be victimized by not physically punishing these people. Calling the cops is useless. They'll just be let out the same day with no cash bail and do it again. You steal from a resturant in the Bronx back in the day and you will have a polite chat with the owner's cousin Tony, some broken fingers later and you're sent on your way to tell all your friends not to steal from that resturant.
