Dog is blameless - owner who doesn't have him/her on a leash at a couple of yards from a highway should permanently be disallowed to keep pets.
Drivers are a bunch of irresponsible, blind and stupid speeding offenders who should have their driver's licenses invalidated for ever.

PS - Accident took place in Russia - dog was a stray - so then sue the government for not taking care of stray animals.
