Not even close, I'm not sure those guys were medically trained. Once away from the threat (the bull) they should immobilize his neck. It wouldn't have taken much time as that backboard has built-in head blocks to prevent lateral rotation. A spine board is uncomfortable but until spinal injury is ruled out it could prevent a lifetime of paralysis.
