Yes, LPG tanks have emergency vent holes if the pressure gets too high they open up to relieve the pressure, this prevents them from detonating like bombs in case a fire engulfs them as in this case.

When I first saw them plutonium was high on my list but then I realised they were not really glowing that bright...

Propane tanks probably loaded them up for a service but improperly stacked broke a valve and created a chain reaction. Probably lots of people dependant on those for cooking and the like.
