Definitely takes skill and decent balance, but it's not as much about balance as you'd think. You have to be really confident, but the steeper the incline the more stable the bike will be beneath your feet so long as the road surface is very smooth. Shoes need to be bone dry so not something you can do in the rain. Balance and having strong foot and calf muscles, being fast enough that the bike doesn't wobble (going downhill accomplishes this) on a surface smooth enough not to bump you off the bike. Well worn shoes help, they should have some give. This is a monster hill, but "surfing" like this at speed is actually more difficult on a flat. I say the fent is more dangerous.

Nicely described DMW. Have you had personal experience of this activity?

I remember when I was 14 and studying for exams at school I'd get up at 4 am (Aussie summer dawn) and go down a couple of local hills on my skate board. I got going a few times way faster than I should have and remember thinking that I'd past the point where it was safe to jump off and now had to ride the fucker to the end! Luckily it was so early that all the good folk in my neibourhood were asleep...

Fair play to Billy big bollocks on the bike going down that big fucking hill, I thought at the time. All that was needed was a car pulling out to see the cunt get fucked up before he cartwheeled through the air hoping for a soft landing...
