Could be. Everywhere I worked we just put these metal out of service rings over the outlets on the hydrant that were bright and reflective and such so you'd know that they were out of service. Might be right about the paint or the outside plumbing too.Glass can be very tough to break if you don't have a pointed too. It's further complicated by cars like this one that have laminated glass all around they used to be simple tempered glass now they have a strong plastic layer in the middle that keeps the inside from shattering from a blow that cracks the outside layer. You have to beat the glass until it breaks all the way through like this guy did with an operating wrench. A policeman's baton is not very effective at either type which is why they actually sell sharp breaker points that fit onto them.
Look at the hydrant, it's painted black. Those are often marked that way to indicate they are put of service although looks like they are trying it anyways. Also we don't see all the way right where there could be a dry riser connection for the building. If so then you can't let that hose kink so you run through the car because lives depend on it.
hoses can't kink - they have to be straight. so they might have had to go through the car windows in order to keep a straight hose. curving the hose around the car may not be an option.Pure fucking grandstanding bastardry. When you have 100ish psi through hoses you have to keep them straight as possible. Otherwise they kink and they can be impossible to unkink until the water is shut off.
