It's a spike stick that pops the tyres , imagine a fold out hose type of thing that has nails sticking out of it. You're supposed to throw it across the road as a car approaches but not run out onto the road with it !!

That happened in Indianapolis Indiana USA the driver of the truck was fleeing when the cop who had been with the State Police 2 years attempts to spike the tires and gets hit he lost a leg and died atc the driver lost control after hitting the cop and crashed and was captured.
