I remember this happened in Norway some time ago, but with a wheel loader instead of a tractor.
A crazy man ran over and flipped a police car, to then try to run over a officer that was fleeing the crushed car, another officer fired at the wheel loader and killed the maniac before he could kill them.
the police officer lost his job and was put on trial for murder.. Norway in a nutshell amirite
