Using the powers of Columbo in me I would say you are right. The helmet dude had his phone stolen but not the scooter. The two thieves then set up a diabolical plan. One would go to helmet guy and say he knew where the phone thief was. They drive there and helmet guy tries tries to get his phone back only to be betrayed by his erstwhile friend.
