This was immediately following a "second" explosion which is still raging and showering sparks as they are retreating. Anybody within the perimeter or close proximity to the fireball is most likely dead or will be dead before rescuers can reach them. So there is no point in immediately going back. Especially under the threat of a potential "third" explosion.
