I suspect he is referencing the moment (physics) of force that is often called torque which is defined as the rotational analogue of linear force. The workers transferred kinetic energy into the metal frame which then hung on the joint in the side walk, began to torque over and then became a simple machine known as a lever. I could be mistaken.
