It definitely is the left turn lane for the intersection. However, the biker seems to be using it to pass the white car, not actually turning left. As for the car, at first it looks like it may have been intentional, but the more I look at it, the more I think the driver was thinking, "Shit, I am supposed to turn left here." I see that shit all the time.
