The rescuers decided to declare 4 of them dead on scene and choose 2 at random to not declare dead, but instead to give 2 of them a ride to the hospital emergency department to see a doctor to declare them dead. Becuase the law is that we can only declare 4 dead on scene and any additional dead must be transferred to a new location to be declared dead.
