No. If they knew he did it, they wouldn't of stood around outside the squad car that long. They would've used much more force. He was just "detained" for interrogation & victim/witness identification. Although facts & lack of evidence have never stopped the police from turning a unwarranted detainment into false charges to keep up crime statistics & PR with the media.
As soon as they got the cuffs on him they should have rammed him into the vehicle and taken him away from his audience down town to the station and then do the one on one stuff there.
