The problem with such a technique is that such a practice doesn't allow further abuse to the area where the water hit as the subject becomes numb to the spot since the nerves have been over extended.

Sure the area will be soften and air will contribute to furter pain (later) but the pain will feel sore/rawness. Numbness pain is to be avoided. During proper torture methods this isn’t the pain needed but rather focus on shock pain. Sharp, quick excruciating pain. This is the best method on the go.

I should write a detail article thread on this in the near future when I can find time to help our inspiring Hitler youth on here.
