After making contact with the suspected shoplifter, the man fled on foot, heading south toward Kellogg.
An officer chased the man but stopped after the man started running across Kellogg. The man continued across the highway and was struck by a vehicle.
Police say the man was taken to a local hospital with critical injuries.
A portion of Kellogg was shutdown while officers continue to investigate the scene and process information, but the roadway has since reopened.
