Why should civilized nations have to shoulder the burden of paying to incarcerate them for their lifetime though? Why protect them when those tax dollars are better spent on helping their victims or even just putting them towards education of the subjects within said civilized society? It's great to be able to claim to be a civilized society but to also be as equally ignorant to how to continue to advance those same societies isn't always a luxury society can truly afford.

They don't prosecute because the victims family usually won't cooperate due to it being a family member or someone they have known for a long time or due to their young age. A stranger being involved in sexual child abuse is actually very rare and if not all then most are prosecuted.
Half or more of sexual offenses against U.S. children are perpetrated by other children under age 18. The two biggest factors are ignorance about child sexual abuse and general impulsivity.
Last year the Responsible Behavior with Younger Children campaign was started in some schools and is showing positive results.

The sons were in and around the same age as a me, one was special needs, and I feel for them because they would sit in the back of the station wagon, looking sorrowful, and sometimes crying. When he started touching me I would scream bloody murder…you have to keep in mind that with some of these predators it’s about control and power…that is the case with my abuser: he was popular in the neighborhood, he and his wife, who I suspect knew what he was doing, because she would hang out talking with the nuns for an hour, while we We’re in the car outside the school, they were very active with our Catholic Parish, my family met them through other neighbors who knew that my brother was special needs as well…I don’t care if he was ever sexually abused, I have no pity whatsoever for him or any sexual predator because I can still see my crying, screaming face reflection in the windshield of his car

You have those numbers backwards.
When treated in prevention programs, pedophiles have a recidivism rate of 14 percent, which is lower than their untreated counterparts, who have a recidivism rate of 26 percent.
The only numbers that go as high as you are saying is when any arrest or parole violation is considered reoffending. Reoffending with the same crime are very low percentages.

It is easy to judge people with problems that one does not have themselves. It is easy to throw punishments around like your mom threw her pussy around in high school. The likelihood of one of your family members being a paedophile is very high, and most of you will never ever find out about it.

Change the whole mindset and system around pedos. no one will be able to catch all of them. We need to make them feel safe and welcomed, we need to make them feel like it is safe for them to seek help for their problems.
