U.S. soldier kills 16 Afghan civilians

Kabul, Afghanistan (CNN) -- An American soldier left his base in Afghanistan and went from house to house in two villages, killing 16 people in their homes, Afghan officials told CNN Sunday.

The dead include nine children and three women, plus five wounded, President Hamid Karzai said.

"The murdering of innocent people intentionally by an American soldier is an act of terror that is unforgivable," Karzai said.

The incident looks likely to inflame tensions still further between foreign troops and Afghan civilians, many of whom were enraged by the burning of Qurans by American troops last month.
American officials from President Barack Obama down called the burning an accident and apologized for it, but riots left dozens dead, including six American troops. Hundreds more Afghans were wounded.

Obama has been briefed on Sunday's shootings, two administration officials said.

"The soldier goes to the villages of Alokozai and Barakzai and attacks four houses, in which he kills 16 civilians and wounded others," said Haji Agha Lali, a member of the provincial council who said he had just been to the area.

NATO's International Security Assistance Force confirmed that a soldier had gone off base and fired on civilians before turning himself in, but did not say how many victims there had been.

There has been confusion about the number of casualties since the shooting in Kandahar province, eastern Afghanistan, with different sources offering different numbers.

Capt. Justin Brockhoff of ISAF said there had been "multiple" casualties and that the injured Afghans were being treated in ISAF facilities.

ISAF commander Gen. John Allen said the "deeply appalling incident in no way represents the values of ISAF and coalition troops or the abiding respect we feel for the Afghan people."

"I am absolutely dedicated to making sure that anyone who is found to have committed wrongdoing is held fully accountable," he said.

Acting U.S. Ambassador James Cunningham said his country was "saddened by this violent act against our Afghan friends."

"We deplore any attack by a member of the U.S. Armed Forces against innocent civilians," he said in a video statement, assuring "the people of Afghanistan that the individual or individuals responsible for this terrible act will be identified and brought to justice."

Sen. Harry Reid, the Senate Majority Leader, said American troops were "under tremendous pressure in Afghanistan," but that "no one can condone or make any suggestion that what (the service member) did was right because it was absolutely wrong."

Reid, a Nevada Democrat, said on CNN's "State of the Union" that the United States was "on the right track to get out of Afghanistan just as soon as we can."

Sen. John McCain, the top Republican on the Senate Armed Services committee, said: "It is one of those things that you cannot explain except to extend your deepest sympathy to those victims and see that justice is done."

He was speaking on Fox News Sunday.

The Taliban claimed that 50 people had been killed, but the Islamist militia regularly exaggerates casualty figures.

They disputed ISAF's version of events, saying several soldiers went on a raid that resulted in dozens of deaths.

But Maj. Jason Waggoner, another ISAF spokesman, said: "The civilian casualties were not the result of any operations. The soldier was acting on his own. After the incident he returned to the compound and turned himself in."

Brockhoff said officials do not yet have a motive for the shooting, which is under investigation by both NATO and Afghan officials.

Civilian casualties as a result of action by the NATO-led international coalition have long caused anger in Afghanistan, adding pressure on international forces to withdraw.

The international force has said avoiding civilian casualties is a high priority.

"My command's mission is to protect the civilian people of Afghanistan," Gen. Allen said last month. "I take very seriously the loss of every Afghan life. We will continue to do all we can to ensure the safety of the Afghan population."

The number of ISAF-caused civilian deaths decreased by nearly 17% from 2010 to 2011, the coalition force said in its December monthly report.

Well they (US Military) are saying that the soldier, a Staff Sgt., suffered a nervous breakdown (although that makes no sense - he would have not been able to organize and coordinate himself to pull this off). But you're right about the combat side and the effect on some soldiers. Some can walk away from it all, others eventually snap and loose it.

And yes, after the Koran burnings, I'm sure that we can expect some fallout directed against the boys on the ground for this one. The Taliban will exploit whatever they can.

And as the US Military investigates, it will be interesting to see if they figure out how this soldier, fully armed, was able to just saunter out of his compound. Guards are always on duty and someone had to let him past the gates.

I know you weren't quoting me, lols. but I think that we were supposed to get out the year that we should never have gone in. All of these Coalition deaths for what...to get bin Laden? The Taliban, who the US equipped when the Russians took their 10 year shot at Afghanistan, are just going to take it over again when the West moves out.

It was a bad call all 'round, same as was the Iraq invasion (just to get Saddam) and many will come home damaged and possibly dangerous. Canada did it's share in WWI, WWII, Korea and Vietnam...but I'm glad that they gave the Mr. Bush the "no-go" to Iraq, and only supplied limited forces for Afghanistan (mostly snipers). We don't need anymore 19-22 year olds coming home in boxes or psychologically damaged for a war that wasn't even a war.

Lols, just sayin'.

My best friend just left a bit ago for a 6 month to possibly a year tour in Afgan. US pulled out of Iraq but switched it up to Afgan to keep tabs on things.
Also there are several degrees of nervous breakdowns. Just like that one soldier that walked out of the counselor's tent, pulled out his pistol and started shooting his own platoon (really just anyone with a uniform).
Yes, I have 1 nephew and my second oldest daughter's boyfriend in Afghanistan.

I understand the one that lost it after mtg w/his counsellor: but that was within the compound, and I would doubt that he snapped during a "nervous breakdown". My question is how did a fully armed US soldier get out of his compound. Highly unusual for a soldier, armed, to go for a stroll at 6am, especially if he is in the midst of a nervous breakdown.

After 25 years working with people that suffer all sorts of mental/psychiatric disorders, it seems to me that the US Military's term "nervous breakdown" should really have been termed a "psychotic break."

But I suppose that the details will come out soon...although, probably not. I'd bet that this Sgt. was under the influence of alcohol and some type of drugs and that the compound guards just thought he was wanting to go walk it off.

I think sometimes the guards will let soldiers, usually not alone though, go out for a little 'female companionship' or maybe to even get some bootleg liquor.

Browne said that the soldier had suffered a concussion and a serious foot injury during deployments to Iraq. He told The New York Times that the soldier had grown up in the Midwest. Browne told The Associated Press that his client saw his friend's leg blown off the day before the rampage. Browne said that according to his client's family, he was standing next to another U.S. soldier when that soldier was gravely injured.
The soldier in custody is 38, married and has two children, ages 3 and 4. Sources have told NBC News that he enlisted soon after 9/11, trained as a sniper and was based at Joint Base Lewis McChord, about an hour south of Seattle. He served three tours in Iraq.

Good, anything to further drive a wedge between US and Afghan cooperation means a quicker end to the war.
No it doesn't.... and in the unlikely event that it does, the US will just pitch it's tents elsewhere, but locally (Iran?). The US wants a strong military presence in Eurasia ( it's where the world's mineral and fuel wealth is) and she ain't leaving any time soon; if ever. Leeches.

understand this. bales has dont three tours in pakistan where you shoot EVEYTHING. women and childres are also considered "insurgents". they carry weapons and shoot at you just the same ("little weapon by lupe fiasco. listen to the song. its all true) now he goes to afghan wherethe civilians are "people" and not out to get ya. this guy was programmed to kill. hasnt been deprogrammed. he also had an acciadent in pakistan from a roadside bomb nd did some dammage to his brain. this guy just snapped! plain and simple.
