He didn’t see the rifle. He saw the pistol on his hip. The rifle was tucked between the door and the driver seat. The officer had no idea. On a positive note they found the guy a short ways down the road and he was killed in a shootout.
Apparently the guy who killed him is named Omar Felix, so he was a latino.

He took his sidearm, at that point should have had weapon on target. People who carry weapons usually have back ups.
