The child survived and is now in intensive care with a traumatic brain injury and a broken hip.

Residents of the region are now massively sending videos to the traffic police reception, fearing that the culprit of the accident may avoid liability."

Probably thought to himself that the boy is nothing but future cannon fodder anyway. That's what most elites/government officials see us "commoners" as - cannon fodder and tax sources. Only difference now is with the advent of cameras everywhere we catch them doing shit like this on film. Doesn't really mater much though since if he has the right friends in power there won't be any punishment.
 
A similar thing happened to a little girl in China, only the drivers stopped for a second then moved on, and pedestrians didn't bother touching the girl.

1. The driver should have stuck around and get him medical help instead of just driving off.
2. Parents shouldn't have been letting the kid roam the streets to begin with.

As I see it, two parties are at fault for this, and this poor kid has to suffer for it. If he had stuck around, it would have only been one party at fault. But he's the dumb ass who was more concerned about the snow on his car's hood than his pretend freedom.

Somebody in the town needs to do the needful. Identify who he is, wait for him outside a store, and stab his ass 15-20 times in the chest and keep it moving.
