Kinda. It's homemade ammo. They are packing too much powder or packing it too loose. Store bought ammo is expensive in these countries and hard to find. It's way cheaper to make ammo yourself. All you need is matches, ammonium nitrate(if you can't find fireworks or gunpowder), and a projectile.
