All that effort to stop someone doing what they want, because ancient Biblical laws say suicide is bad.

I don't think it's a biblical reason. I bet it has a lot more to do with the lack of desire by police, parmedics and cleaning crews that just don't want to deal with this on a roadway. Dude wants to die so badly, then it's pretty easy to do without an audience. This trash just wanted attention.
