That leads to a deeper question, though: If we accept that a right must be exercised responsibly to be legitimate, doesn't that imply a duty to be capable of exercising it responsibly?
We require training to drive a car (another potentially lethal instrument) not to restrict freedom, but to ensure public safety and competence. If we champion the right to bear arms for protection, shouldn't we equally champion the mandate for rigorous training?
Wouldn't that actually strengthen the responsible exercise of that right, ensuring someone truly can protect what they love?
