Part of the reason India/Pakistan have a problem with hygiene is that it is impossible to stock a public bathroom with toilet paper, it will be unrolled and stolen by the first person to see it. They'll not only steal the toilet paper, but also the plunger, toilet brush, soap, and anything else not very securely nailed down, not to mention the light bulbs, so the room is in perpetual darkness.
