In Tomsk Oblast, a migrant without a license hit a 4-year-old boy: the child has a fractured skull

A 31-year-old visitor in a Gazelle was driving in the settlement of Zonalnaya Stantsiya and crashed into a boy who ran out from behind parked cars.
