The civilian's car collided with someone else's. The police chief was responsible for resolving the dispute, but the male civilian was not satisfied, so the police chief injured the man more than 40 times with a knife.

If you were a police chief or LEO and it was your one chance you came across some serial killer or other type of dangerous wanted individual, I'd hope you had a gun & handcuffs though and not a knife & someone recording you. 😬😳
Tbf, that's the problem w/lots of videos everyone sees, it's not necessarily as it is being made to seem. That is the media's ultimate power though, the ability to make people think what they want.
