On November 13, a tanker roof valve leaked and emitted brown smoke. When the escort closed the valve, a column of liquid suddenly erupted, reaching a height of more than ten meters into the sky. According to the road sign captured in the video, the incident occurred at the intersection of National Highway 307 in Shijiazhuang. .
The specific time of occurrence and other information are currently unclear.

Good steady camera work the guy even zoomed in for us. Why was he blowing one of these at the end though?

That man is either dead or he became a supervillain. But seriously now, that looked to be Bromine, a very poisonous chemical similar to Chlorine. It also may have been nitrogen dioxide, which is similar in appearance with the same kind of brown orange gas. I would bet it was Nitrogen Dioxide as in lower concentrations it appears as a white gas which we can also see in the video. Nitrogen dioxide if inhaled converts to nitric acid, as it reacts on contact with the moisture present inside the lungs, and it melts you from the inside out.

Just noticed the placard, it is universally used in all countries including China.

"Class 8 corrosive materials are those that cause full thickness destruction of human skin at the point of contact. If they leak during transportation they will cause material damage or even destroy other goods they contact during transport. Class 8 materials are extremely dangerous, with a potential for destruction, and must be handled with caution and sensitivity."

In other words, this was bassically a giant vat of acid, which had entered into a runaway chemical reaction resulting in a build up of pressure. He opened a pressure relief valve but the contents was already so compressed that it exploded out.

Chinks can't read so that label will just be a token gesture.
