Normally yes. But not everywhere, and the people have to behave. You can't sit next to a bar/pub entrance and drink your own cheap Schnaps. Or drunk in front of a Kindergarten, or so.
It's a law (public drinking) that can be different in every city; means every city has its own regulations. Here in Düsseldorf you can't drink alcohol in the subway, for example.
But so far you behave no one will care.. mostly.

yes this place has declined over the years. seems like it gets worse with each administration. yes tent city is becoming the "norm", again. like a repeat of hooverville,but bidenville now.
