Because that's not about voltage but amperage, most people don't understand how electricity work to make it short imagine a large river, you can swim in safety but you won't jump into a raging torrent despite its smaller because you know you will draw. Voltage is volume, amperage is pressure.

Actually the heart can stop even with a slight electric shock as the AC current can modify the heart beat it can happen, this is why you must go hospital even if "nothing" wrong, but I understand your lack of knowledge you are not an electrical engineer. Many interesting thing happens during an electric shock is quite interesting.
