Never driven a dump truck but isn't there a type of safety mechanism advising the driver the bed is up while in drive ? I can't even start my pickup if the driver side door is open.

That was a perfect storm impact! The leading edge of the dump trailer was just lower than the overpass, allowing it to jam under it and lift it out of its housings.
Those are clearly not built for impacts from below, lol.
