Not at all. It's incredibly difficult to obtain a CDL compared to a standard driver's license. They're required to have X amount of hours of training, (varies by state) must pass lengthy and complex examinations (which include medical, sight and hearing) and pay expensive fees. The insurance is also very expensive.

I suspect this person was either under the influence, tired or pissed off.
