That’s something you could say about absolutely every fighter who came from Japan. They just never reached the UFC level. I’ve seen a lot of Pride fanboys saying, “If they had the same rules with soccer kicks and stomps…,” but that’s really a super stupid argument.
Yes, it would have been useful against a lot of fighters who aren’t used to those rules, which are more in the style of classic Vale Tudo. But fighters like Jon Jones or Conor McGregor in their prime (personal opinions about their off-ring personas aside) wouldn’t have cared much.
In fact, before the UFC, Khabib fought in bouts that even allowed headbutts.
