He did say go on up but, someone had went up you can see their head pop up as she falls, that's why she decided to go right then, imo there was no saving her.

Looked like she was talking to someone on the phone and high or drunk, hopefully it was a suicide hotline rather than a family member hearing her scream and crash into the ground.
