I think it was the rope that pulls back the swing. You can see it right behind him as he reaches the peak of his first swing, and then it's waiting for his legs when he comes back on the third swing.

It wasn’t both legs, it was just his right leg, and it wasn’t that he hit the structure, there is a cable with a loop that’s supposed to trail along behind this seat to stop him swinging or slow him down that disconnected and got caught round his leg on the first swing, that somehow got snagged on something on the second swing, sealing his fate. No idea why this happened. Normal China shit.
