At first, it seems like draping the fabric around his head was pointless. It actually served to immobilize him. I guess that everyone instinctively tried to save that guy. I don't think I would have if I was searching that he did that on purpose.

They always do. Setting yourself on fire has got to be one of the dumbest things you can do. If you plan to kill yourself there are far more efficient, and less painful ways.

He was scooping up dirt to throw on the burning man. He does that a couple of times before the fire is extinguished.
When the fire was out he still had a handful of dirt. For a moment he looked a bit confused about what he should do then decides fuck it, and tosses it at him anyway.
