There was a report of one of the Ukrainian Navy ships refusing to take orders from Kiev and is now flying the Andreevsky Flag (flag of the Russian Federation Navy).

EU foreign policy chief Catherine Ashton said a decision by the Russian parliament to authorize the use of Russian forces in neighboring Ukraine was an unwarranted escalation of tensions.

"I therefore call upon the Russian Federation not to dispatch such troops but to promote its views through peaceful means," Ashton said in a written statement on Saturday.

Ashton added that she would meet with Russian Foreign Minister Sergey Lavrov after Monday's extraordinary meeting of EU foreign ministers to discuss the bloc's response to the situation in Ukraine. (Reuters)

Thousands of pro-Russian protesters took down the Ukrainian flag and raised the Russian flag up the pole outside the regional council in Donetsk on Saturday. The Russian flag could be seen waving side-by-side with the Donetsk regional flag as thousands of protesters looked on cheering.

All government agencies in the Crimean city of Sevastopol support the city Council’s decision to not recognize the self-imposed government in Kiev, city mayor Aleksey Chaly says.

“I can say this with absolute confidence. We were supported by both police and Berkut,” he said, adding that the council has also decided to support a referendum in Crimea. Thousands of people rallying in the city center holding Russian flags and St. George ribbons have welcomed the decision.

The United Nations Security Council urgent closed-door meeting on Ukraine has been delayed after some of the member states decided to change the format of the meeting and make it public.

“We are ready for a serious discussion, but some members of the Security Council at the last moment have decided to change the format of the meeting. It’s not how the things are done. Instead of dealing with the matter we are having this strange discussion,” Russia’s UN envoy Vitaly Churkin told Itar-Tass.

The Russian leader held detailed phone discussions on “various aspects of the extraordinary situation in Ukraine" with US President Barack Obama, the Kremlin press service reported.

Putin stressed that in the case of further spread of violence in the eastern regions of Ukraine and Crimea, Russia reserves the right to protect their interests and the Russian speaking population.

Putin emphasised the existence of real threats to the life and health of Russian citizens on Ukrainian territory.

The Russian commander in chief, Vladimir Putin held a telephone conversation with UN Secretary General Ban Ki-moon to discuss the case of an escalation of violence against the Russian-speaking population in the eastern regions of Ukraine and Crimea, the Kremlin announced.

Putin stressed that Russia cannot remain on the sidelines and will apply the necessary measures within the framework of international law to prevent further escalation of the crisis in Ukraine.

US President Barack Obama has discussed the situation in Ukraine with French President Francois Hollande and Canadian Prime Minister Stephen Harper, the White House says.

“The leaders agreed that Ukraine's sovereignty and territorial integrity must be respected,” the White House said, adding that the leaders also pledged to work together on a package of support and assistance to help Ukraine stabilize its economy.

Canada has also recalled its ambassador to Russia for consultations about the Ukraine crisis, Harper said, adding that the country is halting preparations for the G-8 Summit in Sochi.

Over Saturday, the protests against the self-proclaimed government in Kiev spread from Crimea to several regions of eastern Ukraine.

In Kharkov, where the protest attracted some 10,000 people, violent clashes erupted when the regional administration, which was guarded by Maidan activists, was taken over by anti-Maidan protesters. More than 100 people were injured in the scuffles.

In Donetsk, some 7,000 pro-Russian activists raised a Russian flag over a building next to the regional administration. Minor scuffles between the protesters and Maidan supporters were reported in the city.

A wave of anti-Kiev protests has swept parts of Ukraine in the past few days, as local people expressed their opposition to the central government that came to power after ousting Viktor Yanukovich from the capital.

The protesters, who see the Kiev government as illegitimate, are demanding that their respective local governments take no orders from the capital.

The head of Crimea’s branch of the Ukrainian Security Service, Gennady Kalachev, has resigned, he told the Russia-24 news channel. The headquarters of the Ukrainian Security Service, the SBU, in Crimea is currently guarded by local self-defense troops, the report said. Its armory is intact and sealed.

Unidentified fighters have been trying to block roads in Russia’s Belgorod region, which borders Ukraine, including the road leading to Crimea, Belgorod Governor Evgeny Savchenko told the Russia-24 news channel.

“There are mobs of armed men who came out of nowhere and are staging provocations,” he said. “We are very concerned.”

Border crossings between Russia and Ukraine are working with no delays, Russian customs service reported. On Saturday, 150 trucks and 66 cars passed through, with the largest traffic reported on the road connecting Kiev and Moscow.

According to Russian Senator Evgeny Bushmin, more than 140,000 people have moved from Ukraine to Russia during the three months of Ukraine’s political upheaval. While many Ukrainians have relatives in Russia who can provide them with accommodation, local authorities in regions bordering Ukraine are concerned that an increased inflow of refugees may put extra strain on their resources.

In it he gives a warning that thousands of EuroMaidan activists are on their way to Kharkov, adding the words, "expect to be seeing us - scum." The announcement comes shortly after thousands of pro-Russian demonstrators took to the city's streets to protest the new government.

The cash-strapped, self-proclaimed government of Ukraine may carry out austerity measures demanded by the International Monetary Fund before it provides emergency loans. The move would give more incentives to foreign governments to treat the Kiev regime as legitimate, professor of political economy Jeffrey Sommers said. As for public discontent with the unavoidable economic hardship, Kiev would likely blame Russia for that, he added.

The Crimean capital, Simferopol, where thousands of people earlier took to the streets to oppose the self-proclaimed government in Kiev, is calm and functioning well, RIA Novosti reports. The only sign of the ongoing protest Sunday morning was the strong presence of people with armbands saying “Militia, AR Crimea,” with AR standing for “autonomous republic,” as the Ukrainian region is officially called.

Worshipers in the city are celebrating the Sunday before Lent, a Christian holiday, which is colloquially known as Forgiveness Sunday in the Eastern Orthodox tradition. City churches are chiming their bells, while people ask each other for forgiveness for whatever wrongs they may have committed in the past.

Ukrainian armed forces dispatched to Crimea have started to switch sides on a massive scale, turning themselves over to the new Crimean government. As Interfax reports, many of the living quarters, as well as weapons and ammunition have been abandoned and taken over by the Crimean 'defense forces.'

The Russian Border Guard Service says approximately 675,000 Ukrainians entered Russia in January-February fearing that political instability would lead to a humanitarian catastrophe, Itar-Tass news agency reports.

"If 'revolutionary chaos' in Ukraine continues, hundreds of thousands of refugees will flow into bordering Russian regions," Tass cites the service as saying.

A rally in support of Russians living in Ukraine has attracted some 15,000 people in St. Petersburg, local police reported. The rally was organized by the ruling United Russia party as a gesture of approval of the decision of the Russian government, which allowed the use of Russian troops to protect Russian citizens and ethnic Russians living in Ukraine from possible violence.

Aleksandr Turchinov, who was appointed acting president by Ukraine’s self-proclaimed government, has ordered full combat readiness of the national military and a mobilization of the military reserves, National Security Council secretary Andrey Parubiy said. The move was announced overnight by Parubiy on his Facebook page.

Turchinov’s enactment of the decision by the Security Council orders the Foreign Ministry to ask the US and the UK to guarantee Ukraine’s sovereignty. It also orders the Interior Ministry to ensure the protection of key infrastructure facilities in Ukraine.

The document, which Turchinov put into force, has a secret paragraph, Parubiy said as he was officially announcing the developments.

Over 3 million rubles ($ 83,000) of support has been collected for Crimean citizens by people from Kaliningrad, Russia’s westernmost city, Kaliningrad Governor Nikolay Tsukanov said.

The first 3 million rubles will be sent to Crimea on Monday, Tsukanov said, adding that the city will continue raising funds for the region.

Russia is threatening peace in Europe via its military actions in Ukraine and must immediately de-escalate tensions, NATO Secretary General Anders Fogh Rasmussen said on Sunday.

"What Russia is doing now in Ukraine violates the principles of the United Nations charter. It threatens peace and security in Europe," Rasmussen told reporters in Brussels ahead of a meeting of NATO ambassadors.

Rasmussen called on Russia to deescalate tensions and for all parties to "continue all efforts to move away from this dangerous situation". (Reuters)

Lithuanian Ambassador to Russia, Renatas Norkus, has been summoned to Vilnius for consultations. According to Lithuanian authorities, the decision was made in connection with Russia’s decision on the use of military forces in Ukraine.

Rallies in support of Russians living in Ukraine are set to attract thousands of people in the cities of St. Petersburg, Moscow and Krasnodar, Itar-Tass reports.

The rally under the motto, “We don’t abandon our people,” starts in Moscow at 17:00 local time (13:00 GMT).

A demonstration in St. Petersburg has already attracted some 15,000 people. The rally was organized as a gesture of approval of the decision of the Russian government, which allowed the use of Russian troops to protect Russian citizens and ethnic Russians living in Ukraine from possible violence.

A rally is also planned in the southwestern city of Krasnodar in support of Russian citizens in Ukraine.

Ukraine's border guard ships have been relocated from Crimea to the cities of Odessa and Mariupol. The situation along the border is stable and remains under control, the State Border Guard Service of Ukraine reported, according to Itar-Tass.

Two tents have appeared near the City Council building in the eastern Ukrainian city of Donetsk, RIA Novosti reports. People are gathering near the Donetsk administration building, some of them are holding Russian flags. The banners, “Russian is our mother tongue,” and “Our brothers are in Russia; in Europe we are slaves,” are being carried by the demonstrators.

On Saturday, pro-Russian protesters seized the regional administration building in the city and hoisted the Russian flag above it. After that, the City Council refused to recognize Ukraine’s self-proclaimed government and called for a referendum on the region’s status. The council has made Russian alongside Ukrainian the official language in the region.

Pope Francis has urged Catholics and people of other faiths to pray for Ukraine, saying that he hopes that all parts of the crisis-torn country will try to build a future together.

“I call upon the international community to support all the initiatives for building a peaceful dialogue in Ukraine,” Francis said during his traditional Sunday address in Rome.
