It could be that the driver panicked, and instinctively tried to apply the brakes while omitting to switch pedals. I can't say from the video, but if it's an electric vehicle than it might be equipped with only one combined accelerator/brake pedal (like on Tesla); to brake you have to pull back on the pedal, which in panic situation goes against basic instinct (example: try honking in eminent danger, you just end up bracing the steering wheel).
