I used to cover a maximum security Childrens unit as the GP. It was where the Jamie Bulger killers were locked up (they were both 10 as well!). I met one actual psychopath but the rest of the kids were clearly from very damaged families, abused and led astray by older people.

This is due to piss poor , dysfunctional parenting.
I remember my 10 yr old niece chipping in at bath time , being real careful with her 1 yr old brother. Gently washing, cleaning his ears and drying him. Then diapered & dressed .
The way it should be. Good parenting .
I cannot put the bulk of the blame on the kid.
As is the child, becomes the adult.
Her parents should of never been parents.
