According to a comment I read in another post, one of the bullies reportedly said, “I’m doing this for my father and brother.” So maybe the “victim” wasn’t as innocent as she seemed.

Russian outcry after 'sadistic beating' of 15-year-old girl
Russia's top criminal investigator has been forced to intervene after police caused a public outcry by failing to press charges over the "sadistic beating" of a 15-year-old schoolgirl at the hands of two female classmates.
The victim, Elena Sukhorukova, was submitted to a three minute ordeal by the pair, reportedly both 14, one of whom kicked her repeatedly in the head, face and torso while the other gripped her by the hair.

The two assailants, Darya Goryachevskaya and Anna Shatun, attacked Miss Sukhorukova as she walked in a wood in Gusev, in Kaliningrad, Russia's exclave bordering Poland and Lithuania. The savage assault was said to be punishment for a remark Miss Sukhorukova made about one of the girl's families.

During the attack, Miss Goryachevskaya told her victim "I'm going to beat you until you lose your pulse, until you die". A video of the incident, filmed on a mobile phone by one of several onlookers, was later posted online.

The video has been watched by several hundred thousand people and caused widespread public revulsion.

Alexander Bastrykin, head of Russia's Investigative Committee (SK), is expected to fly from Moscow to Kaliningrad this week after a wrangle over how to deal with the assault.

Relatives of the victim have speculated that police may actually be reluctant to investigate because one of the attackers is the niece of a local MP. There is no evidence to confirm that.

Miss Sukhorukova was reportedly badly bruised in the attack but did not suffer more serious injuries. Police in Gusev refused to open a criminal case saying they could not do so because the suspects were under-age. The regional branch of the SK disagreed and opened an "attempted murder" investigation on Saturday but it was cancelled a few hours later by a local prosecutor.

The controversy comes at a time when Russia's police have come under sustained criticism for incompetence and their own special brand of brutality. A man died in the city of Kazan last month after officers sodomised him with a champagne bottle.

Pavel Astakhov, Russia's children's ombudsman, who answers directly to President Dmitry Medvedev, said on Monday that he was following the Sukhorukova case closely.

"The perpetrators of the sadistic beating of Lena Sukhorukova in Kaliningrad will not escape without severe punishment," he said, adding: "The threat of 'I'm going to beat you until you die' could have easily become a reality if a stone, stick or bottle had been to hand."

About 200 residents gathered in Gusev on Sunday to demand a thorough investigation. The two accused girls were briefly detained on Friday but then released. They are said to have fled the town with relatives out of fear of reprisals
